МВД Беларуси предлагает ужесточить наказание за продажу несовершеннолетним алкогольных напитков. По словам начальника управления профилактики главного управления охраны правопорядка и профилактики милиции общественной безопасности МВД Романа Мельника, более чем в половине случаев за продажу спиртного подросткам к работникам торговли применяют “минимальное взыскание”. За девять месяцев 2010 года около 1,5 тыс. торговых работников были привлечены к административной ответственности за данное правонарушение. Кроме того, были наказаны около четырех тысяч граждан, которые купили алкоголь по просьбе подростков, передает БелаПАН.
По данным МВД, за девять месяцев зафиксировано около восьми тысяч случаев нарушения антиалкогольного законодательства с участием несовершеннолетних. Однако дети, по мнению специалиста, не всегда говорят правду, а установить факт продажи спиртного подросткам очень сложно. Роман Мельник подчеркнул, что в профилактике алкоголизма решающую роль играет воспитание в семье. “Самое плохое - это когда родители сами наливают детям, празднуя их 16- или 18-летие”, - считает специалист.
Хронический алкоголизм в Беларуси диагностирован у около 16 тыс. несовершеннолетних. Об этом еще весной сообщал журналистам начальник управления профилактики ГУ УПП МВД Роман Мельник. Общее количество жителей Беларуси, состоящих на различных видах наркологического учета, превышает 181 тыс. По мнению Романа Мельника, алкоголь не только может нанести вред здоровью, но и подтолкнуть к нарушению закона. Ежегодно в Беларуси в состоянии алкогольного опьянения совершается около 30 тыс. преступлений. Кроме того, более половины преступлений, совершенных в бытовой сфере, также вызваны пристрастием к алкоголю.
Антиреклама алкоголя.
В минувшем году почти 270 тыс. человек были привлечены к административной ответственности за различные нарушения антиалкогольного законодательства, в том числе за распитие в общественных местах.
Помимо этого, 34% всех преступлений, совершенных с начала этого года, тоже связаны с алкоголизмом. В то же время МВД удалось в 2009 году снизить количество таких преступлений на 5,5%.
Тем не менее проблема по-прежнему актуальна. В 2009 году от отравления алкоголем в Беларуси погибли более 2,4 тыс. человек - это почти на тысячу больше, чем от преступных посягательств.

Россия традиционно была одной из самых трезвых стран мира. Но с приходом Романовых на трон ситуация стала меняться. Пётр I сознательно начал спаивать вначале, аристократию, а, затем и весь народ. Позднее эту эстафету подхватила «Великая Екатерина». В 1781 году Екатерина II создаёт питейные палаты, которые были обязаны заготавливать в определённых районах установленное количество водки в год.
Вот что пишут современники:
«К восемнадцатому столетию винное дело стало почти главным занятием евреев. Этот промысел часто создавал столкновения между евреем и мужиком, этим бесправным «холопом», который шёл в шинок не от достатка, а от крайней бедности и горя». (S.M.Dubnow, p.265; Джеймс Паркс «Евреи среди народов: Обзор причин антисемитизма». Париж: YMCA-Press, 1932, с. 154).
Особо безудержной алкогольной эксплуатации подвергался наш народ с конца XVIII и в первой половине XIX столетия, когда по всей стране были открыты кабаки и корчмы с продажей водки практически в любое время дня и ночи. Разорение и, по существу, истребление народа с помощью водки достигло особенно опасных размеров в Белоруссии и на западе России. Там к концу XVIII века одно питейное заведение приходилось на 250-300 «душ обоего пола». О том, насколько водка разоряла народ, можно судить по следующему примеру.
В 1858-1859 годах в России опять, уже в третий раз в истории, прокатилась волна «кабацких» бунтов, возникло мощное трезвенническое движение. Тысячи сёл и деревень, сотни тысяч людей выносили решения о закрытии питейных заведений. Во многих губерниях (Ковенской, Виленской, Саратовской, Курской, Тульской и других) стали возникать общества трезвости. Сотни тысяч людей, в каких-нибудь пять-шесть месяцев, без всяких предварительных возбуждений и прокламаций, в разных концах обширного царства отказались от водки.
Начавшееся трезвенническое движение было прервано грубым вмешательством в него официальных властей. Министерство финансов издало приказ: «…Приговоры городских и сельских обществ о воздержании уничтожить и впредь городских собраний и сельских сходней для сей цели не допускать…» По питейным делам были брошены в тюрьмы более 11 тысяч крестьян. А уже с началом XX века душевое потребление алкоголя резко подскочило. В 1911-м году депутат Государственной Думы М. Челышев предупреждал: «Во всей России против трезвости, против желания народа отрезветь, идёт борьба организованная по определённому плану, плану продуманному».
К 1914 году употребление достигло неслыханного для, так называемой, «пьяной царской России» уровня в 4,7 литра алкоголя на душу населения. И в 1914 году в России, накануне Первой мировой войны был принят «сухой закон». В результате производство и потребление алкоголя в России сократилось почти до нуля – меньше 0,2 литра на человека в год, то есть меньше стакана алкоголя на человека в год.
Сухой закон существовал 14 лет и был отменён в 1925 году. Указ о возобновлении винно-водочной торговли 5 октября 1925 года подписал Председатель Совета Народных Комиссаров СССР, А.И. Рыков. И водка до Великой Отечественной Войны в народе презрительно называлась «рыковка». Далее пьянство нарастало и в 1940 году достигло 1,9 литра. Во время войны пьянство резко упало и достигло довоенного уровня только в 1952 году. После смерти И.В. Сталина наша страна полетела в страшную алкогольную пропасть.
Существуют официальные данные ЦСУ РСФСР, Госкомстата РСФСР и Госкомстата России, которые с середины 1960-х и до 1988 г. оставались секретными, то есть, скрытыми от населения. Это так называемые данные о «регистрируемом потреблении алкоголя». Потребление алкоголя в России в первой половине 1980-х гг. было в 2-3 раза выше, чем в других странах. Например, в 1984 г. в Швеции, Финляндии и Великобритании потребление алкоголя составляло соответственно 5,2; 6,6 и 7,2, а в США – 8,6 литров среднедушевого потребления. Алкоголизация населения России была очень высокой (14,2 литра). Навязываемый народу нетрезвый жизненный путь всегда был на руку определённым силам, т.к. нетрезвым народом легче управлять.
Новый и особенно бурный рост потребления алкоголя начался вместе с рыночными реформами (со 2 января 1992 г.). Эти реформы сопровождались не только либерализацией цен и продажи алкогольных напитков: в общем потоке либерализации правительство Е. Гайдара временно отменило государственную монополию на производство и торговлю спиртным. Резкий рост потребления спиртного продолжался до 1994 г., затем начался спад вплоть до 1998 г. (13,5 литров) и новый рост в 1999-2001 гг. (14,5 г литров в 2000 г.). Нынче в РФ на спаивание народа работают более 1300 ликёроводочных заводов (основная масса из них на Северном Кавказе), что в 12 раз больше, чем было во всём громадном Советском Союзе. Добавьте сюда жуткую самопальную продукцию нескольких десятков тысяч самогонных точек, да реки зарубежного пойла, притекающего к нам практически со всех стран мира…
А теперь давайте посмотрим, как умирало население России (прим ред. и Беларуси) в это же время?
Общее количество смертей довольно равномерно увеличивалось с 1965 по 1984 г. (на 36,1 тысяч в год, с 959 тысяч в 1965 г. до 1,65 миллиона в 1984 г.). Рост населения в это время увеличивался, однако, отставая от роста смертности. В связи с этим за 20 лет (с 1964 по 1984 гг.) ожидаемая продолжительность жизни сократилась, особенно значительно у мужчин, на 2,5 года. Это связано с ростом потребления алкоголя. Об этом свидетельствует рост государственной продажи алкоголя с 1960 по 1980 гг. более чем в два раза (с 4,6 до 10,5 литра) и реального потребления (с 9,8 до 14,0 литров). В 2000 году в стране также фактически было произведено и выпито 18,5 литров на душу населения в год (несмотря на некоторые снижения официальной статистики). По данным Всемирной организации здравоохранения уже при 8 литрах употребления алкоголя на душу населения начинается необратимое угасание этноса.
И действительно, постперестроечный период ознаменовался демографической катастрофой, получившей общеизвестное название «русский крест». С 1987 г. по 1993 г. рождаемость в стране сократилась с 2 до 1,3 ребёнка на одну женщину (или с 17,2 до 9,4 родов на 1000 чел.). С 1986 по 1994 гг. смертность в России выросла с 10,4 смертей на 1000 чел. в год, до катастрофического и аномального для развитых стран уровня 15. В 1991-1992 гг. смертность сравнялась с рождаемостью, а вскоре и значительно превысила её. Это означает убыль населения России, не компенсируемую иммиграцией. В действительности, так называемый «русский крест» это – крест, который хотят поставить на русском народе, если мы с вами не откажемся от пьянства.
Особую тревожность вызывает женский алкоголизм. Раньше больных мужчин было в 7 раз больше, но сегодня это соотношение составляет 6:1.
Женщине нельзя пить ни грамма спиртного. Исключений быть не должно! Это как закон! Женщина, готовящаяся стать матерью, не может не знать, что в начале своего развития плод ещё не имеет самостоятельного кровообращения и что при приёме любых доз алкоголя концентрация его в крови матери и плода одинакова.
Учёные установили, что каждый литр абсолютного алкоголя, потребляемый на душу населения страны в год, приводит к появлению на свет 10-12 тысяч дефективных детей. Если уровень потребления достигнет 16 литров, то это означает ежегодный прирост 160-192 тысяч дефективных детей. Алкоголь бьёт по нашему генофонду.
– В 1975 г. ВОЗ вынесла решение: «Считать алкоголь наркотиком».
– В БСЭ сказано дословно: «алкоголь относится к наркотическим ядам» (т. 2, стр. 116).
– Алкоголь относится к сильнодействующим наркотикам (№ 1053 ГОСТ 5964-1982г.).
В научной литературе имеется много публикаций, свидетельствующих о том, что пара бокалов вина не только поднимут настроение человека, но и окажут благоприятное влияние на его здоровье. В других, не менее авторитетных изданиях, сообщается о потрясающей по трагичности метаморфозе вначале приятного и поднимающего настроение напитка, со временем в страшного демона, овладевающего сознанием человека и навязывающего ему свою волю. Некогда интересный, творческий человек незаметно превращается в жалкое своё подобие, весь смысл существования которого направлен на поиски очередной рюмки.
Так что же на самом деле представляют из себя спиртные напитки – напитки богов, как думали древние греки, или напитки дьявола?
Алкоголь оказывает на организм человека три действия: эйфорическое, токсическое и наркотическое. Первое – приятное и расслабляющее; второе – острое и хроническое отравление, ведущее к необратимой болезни внутренних органов; ну, а третье – наркотическая зависимость, порабощение, забирающее волю и душу человека.
Действие алкоголя на организм сходно с действием наркотических веществ и типичных ядов, таких как хлороформ, эфир, опий и т.д. Как и эти вещества, алкоголь в слабых дозах вначале действует как бы возбуждающим образом, а позднее и в более сильных дозах – парализующее, как на отдельные живые клетки, так и на весь организм. Указывать количество алкоголя, при котором он мог бы действовать только возбуждающе, совершенно невозможно.
В настоящее время неизвестно, где находится линия перехода от нормального человека к алкоголику, и что нужно, чтобы перешагнуть эту линию. Алкоголизм – частный случай наркомании, и возникновение его подчиняется общим для наркомании законам.
Невозможно, конечно, сравнивать героиновую наркоманию и тот же алкоголизм по скорости развития и последствиям, но есть нечто общее: нарушение обмена веществ в центральной нервной системе. Тот или иной наркотик становится необходимым для функционирования головного мозга. С потоками крови спирт достигает мозга. Основную часть поступившего спирта нервные клетки направляют в спинномозговую жидкость, что в первую очередь проявляется в появлении неуверенной походки и плохо координируемой функции языка.
Меньшая часть прошедшего через барьер спирта попадает в кору головного мозга и активирует находящиеся там центры удовольствия. Настроение поднимается, имеющиеся проблемы отодвигаются на задний план, море представляется по колено. На участках с нарушенным кровообращением все клетки погибают, поэтому все пьющие люди постепенно глупеют. Академиком И.П. Павловым установлено, что после приёма малых доз алкоголя рефлексы ослабевают, а иногда и полностью исчезают и восстанавливаются лишь на 8-20-й день. Но рефлексы – это низшие формы мозговой функции. Алкоголь же действует преимущественно на её высшие формы. Датские учёные установили, что даже при «умеренном» потреблении алкоголя, уже через 4 года у пьющих в 85% случаев обнаруживается сморщенный мозг.
Проведённые в последнее время исследования о действии на человека малых доз алкоголя дали в руки медиков неоценимые по важности материалы. Установлено, что любая доза спиртного, сколь бы мала она ни была, оказывает влияние на центральную нервную систему. В частности, после принятия малой дозы алкоголя, составляющей примерно 60 граммов, угнетается правое полушарие головного мозга человека, которое «отвечает» за принятие решений.
Что означает это угнетение?
Прежде всего, у человека заметно увеличивается время для обработки информации, биотоки мозга значительно изменяются, что ведёт к раздражению, а затем и угнетению нервной системы. Паралич психических центров, прежде всего, сказывается на тех процессах, которые называются суждением и критикой. Наблюдения показывают, что выпившие не становятся умнее и более развитыми, и если они думают иначе, то это зависит от начавшегося ослабления высшей деятельности их мозга – по мере того, как слабеет критика, нарастает самоуверенность.
Алкоголь и наркотики действуют непосредственно на структуры центра удовольствия, минуя все регуляторные структуры. Поэтому в мозгу происходит «короткое замыкание», в результате человек получает удовольствие, которое несопоставимо выше естественного. А через некоторое время наступает фаза психической и физической заторможенности. Выпивший человек, который только что был «душой компании», вдруг «скисает». Но если алкогольные атаки следуют одна за другой, то, в конце нервные клетки истончаются, не успевают восстанавливаться до нормы между двумя пьянками. Так создаётся замкнутый круг, и если человек из него не вырвется, то в конце концов мозг исчерпает свои возможности, наступят необратимые изменения в органах, затем психические нарушения, деградация личности.
Более того, «75% алкоголиков умирают не от острого отравления алкоголем, а от болезней сердечно-сосудистой системы, вызванных злоупотреблением алкоголем».
Алкоголь – сильнейший яд для сердца – вызывает жировое перерождение мышечных волокон, в результате сердце увеличивается в поперечнике и меняет своё положение («пивное» или «бычье сердце»). Прогрессирующая сердечная недостаточность с нарастающей одышкой, тахикардией, отёками, увеличенной печенью, нарушением ритма и большими размерами сердца издавна считалась типичной для людей, употребляющих спиртные напитки. По данным исследований, проводимым во Всесоюзном кардиологическом научном центре Академии медицинских наук СССР, алкогольное поражение мышцы сердца является причиной внезапной смерти в 25-30% случаев (более 30% у людей до 45 лет). Причём, поражение сердечной мышцы развивается не только у больных хроническим алкоголизмом, но и у простых любителей выпить, причём, не только крепкие алкогольные напитки, но и пиво.
Пивная алкоголизация создаёт ложное впечатление благополучия. Пиво в общественном мнении – почти не алкоголь. Пивной алкоголизации долгое время не характерны алкогольные эксцессы с драками и вытрезвителем. Потребность выпить пива не вызывает у человека такую тревогу, как потребность в водке. Пивной алкоголизм развивается более вкрадчиво, коварно, чем водочный. Но уж когда развивается, то это очень тяжёлый алкоголизм. При пивной алкоголизации тяжелее, чем при водочной, поражаются клетки головного мозга, поэтому быстрее нарушается интеллект, обнаруживаются тяжёлые психопатоподобные изменения. Бороться с влечением к пиву сложнее, чем с влечением к водке. Это влечение бывает очень назойливым и с трудом отпускает.
В итоге, пивной алкоголизм – это тяжёлый, трудно поддающийся лечению вариант алкоголизма. Риск многократно увеличивается при раннем (младше 18 лет) начале алкоголизации, при систематическом употреблении, при привычке к разовому употреблению более литра пива.
В России умерших от алкоголя в полтора с лишним раза больше, чем показывает государственная статистика. По некоторым оценкам, наши прямые и непрямые потери доходят до пятисот-семисот тысяч жизней в год. Такой урон не сопоставим ни с количеством погибших в Чечне, ни с числом наших сограждан, пропавших без вести.
В последнее время много говорят о демографическом кризисе и даже о вымирании нации. Так какая доля ответственности приходится на алкогольную смертность?
ТРИДЦАТЬ процентов от общего количества умерших!
Таких резких колебаний уровня смертности среди взрослого населения, которые мы наблюдаем в России, нет ни в одной современной промышленной стране мира. Исследование подтверждает, что эти резкие колебания обусловлены в основном употреблением алкоголя, и что алкоголь является причиной более половины смертей россиян в возрасте 20, 30, 40 лет. Не будь в России так распространено курение и чрезмерное потребление алкоголя, уровень смертности был бы таким же низким, как в странах Западной Европы и Северной Америки.
Да, велики потери нашего народа от употребления алкоголя, но, радует то, что люди начинают осознавать и свою ответственность за происходящее и начинают вести борьбу против навязывания нам «зелёного змия».

По словам отца Евгения, Поместный Собор Российской православной церкви еще в 1918 году признал в качестве веских причин для развода также «отпадение одного из супругов от православия, противоестественные пороки, неспособность к брачному сожитию, наступившую до брака или явившуюся следствием намеренного самокалечения, венерическое заболевание или проказу, длительное безвестное отсутствие, посягательство на жизнь или здоровье супруги либо детей, сводничество, извлечение выгод из непотребств супруга, неизлечимую тяжкую душевную болезнь» и некоторые другие обстоятельства. В настоящее время этот перечень дополнен такими доводами, как СПИД, медицински засвидетельствованные хронический алкоголизм или наркомания и сделанный женой аборт при несогласии мужа.

На Октябрьской площади Минска прошла акция оппозиции. Акция проводится в знак протеста против участия Александра Лукашенко в очередных президентских выборах и приурочена к конституционному референдуму 1996 года, который был им инициирован. К 18 часам на площади собралось примерно 1000 человек, в основном сторонников кандидата в президенты Виталия Рымашевского. Необходимые для участия в выборах президента Белоруссии подписи сдали 11 претендентов. Об этом в субботу сообщил секретарь ЦИК Белоруссии Николай Лозовик, передает РИА Новости. На первом месте по количеству - действующий президент Белоруссии Александр Лукашенко, который сдал более 1 миллиона 100 тысяч подписей. За ним следует оппозиционный писатель Владимир Некляев, который сдал более 160 тысяч подписей. По словам начальника управления профилактики главного управления охраны правопорядка и профилактики милиции общественной безопасности МВД Романа Мельника, более чем в половине случаев за продажу спиртного подросткам к работникам торговли применяют “минимальное взыскание”. Численность безработных, зарегистрированных в органах по труду, занятости и социальной защите на 1 октября текущего года, составила 35,9 тыс. человек. (Прим. Комитет госбезопасности продолжает аресты в организации созданной А.Лукашенко для борьбы с коррупцией. Эта организация, судя по последним событиям, сама возглавила коррупцию в Беларуси. Как стало известно “Ежедневнику”, в рамках расследования уголовного дела по коррупции в органах финансовых расследований Комитетом государственной безопасности арестован начальник оперативного отдела центрального аппарата ДФР КГК.
